Tela Vuota is a women-owned small business with DBE and SWaM certification from the Commonwealth of Virginia, and DBE and LDBE certifications from the Metropolitan Washington Airports Authority (DC).

With over 27 years in the AE business and an MBA in Finance, our company president, Susan E. Winslow, is well versed in all facets of transportation and infrastructure development, with an emphasis in aviation.


Ms. Winslow is a registered Professional Engineer, an award winning business owner, and a recognized industry expert. She holds a civil engineering degree from Rensselaer Polytechnic Institute, and an MBA from the College of William & Mary.


She has served on technical panels with the National Academy of Sciences & Engineering as well as the Innovative Pavement Research Foundation. She has held leadership positions in ACC and ASCE, and is active in ACEC, ACI, ACPA, CMAA, NAWBO, TRB, ACRP, PMI, NAWIC, and WAI. 


Ms. Winslow is a licensed private pilot and volunteers her time to promote STEM throughout the Richmond metro region. She is the recipient of the 2018 "Women of Excellence in STEM" award from the National Association of Women Business Owners.
